Yea, you used to be able to do everything without any of those. Break in and hotwire the car.

Because, if you shoot a semi-automatic rifle on full auto, or burst it's incredibly hard to aim. A rifle IRL is tons times harder to aim than how you see it in-game. Most troops are even trained and taught to have their rifles on single-fire. This is one of the reasons why we "lost" in the vietnam war, everyone had their M16s on full-auto, so they waste all their ammo on blind and inaccurate shots and also it increases jamming on their weapons. After that the M16A2 was made and the full-auto function was removed, replacing it with burst-fire.
