It's pointless to report it, the law doesn't care about keyloggers at all. They don't care about fraud too unless it's a high amount, if it's under $100 the chances of anything happening to the person committing the fraud, even if they didn't properly hide themselves, is incredibly low.
Just reformat your computer because a lot of keyloggers are designed to never be detected by any anti-virus.
