Thankfully, no. I’ve never had to save someone. I work as a lifeguard soooo the possibility is always present but I do a pretty good job preventing anything before it happens...
Personally, this would be a pretty useless rule. There’s really no benefit, almost impossible to keep in check, and completely unfair to people who want to go on alts to just play on a different account. Like @Takuto and @Greggy G said there’s really no upside...

Who would be able to talk on the CT team? How many players can talk? Does it change depending on the amount of T’s?
I’ll be the first one to say that I can get easily annoyed by the amount of people talking. It’s honestly just a thing that the team has to deal with and work on to win the round...

While it's not damaging a CT, it does contribute greatly to the death of the CT. Personally, I think it would help level the CT to T win ratio a bit so I would not mind adding this rule, however I'm open to other opinions so feel free to share them...
