Yes, if you have the highest bid at the end of the time, that is when the seller will send the item and usually contact you. I would recommend waiting to bid until the last minute so as to prevent people from bidding over you and make sure it is your highest spending limit when you do so. You don't want some dude to still win because his bid limit was higher than yours when you try and snipe him.
