Not really, say i give a rule, and a moron talks during it. I then kill someone for breaking the rule, no one heard the rule, so regardless of whether you said it or not, it wasn't known to those who needed to follow it. I've seen countless people (Admins especially) who will say they didn't hear the rule, so it was a freekill, and unless another T backs you up and says they heard it, it stays a freekill. Its your job to make sure the rules and KNOWN and ENFORCED.
