I wouldn't say it was the best overall, it depends what you intend to use it for... Personally I use The GIMP and it meets all of my needs, with only a few bugs. Photoshop to me seems a bit unpolished, and the 64-bit version is a complete joke when it comes to plugins and stability... Also, as a web developer and student of games programming, I find it offensive to think some people don't think that Adobe's software is worth buying... Either get the essentials edition (which is a lot cheaper) or use an alternative that is cheaper/free (Such as The GIMP, GIMPshop, Paint.NET, etc.).

Try killing crysis.exe, if you don't know how to do that, press ctrl+shift+escape, go to processes and find crysis.exe (or whatever it calls itself), then press end process... Otherwise do that with steam.exe instead...
