That's why i'm thinking that the best way to go about this would be to say NOBODY posts in ANY complaint thread, player or otherwise, unless they're directly involved in the incident (with proof) or are the deciding overseer.

It could be justified by saying that it's supposed to be like the player complaints forum to begin with but since admins need to be able to respond the forum priveleges don't quite let you restrict them from posting there properly and the other rule just got lost in a forum shuffle somewhere.

That way nobody gets accused of anything, nothing is blamed on any one person, and the same end gets accomplished more diplomatically. Plus there's just plain less work for BD's to do with less posts being made.
