If you are giving orders you will probably tell them to go somewhere, just say "no detours/delays" and they can't run towards you...... unless you're stupid. But in your particular situation I would think that the order on its own is okay, but the fact that he was effectively blocking you with that order shouldn't be accepted.

Ive seen the store problem in other servers. They are quite cool without changing the game-play, mostly aesthetic differences. for example: Trails for when you run Glow colours bullet tracers etc those are just some things i've seen on different servers.
