ok so i want to to reformat my computer because it seems to have a virus that is fucking it up. only one problem the cd drive wont work and without it working i cant reformat. also this happened after i installed PSU but that doesnt look like the problem because the wire for cd drive doesnt look like its connected to psu just the motherboard. so how do i fix?

I exited my css to go do something i come back 5 minutes later open up steam hit play for css and then the first thing i see is 2 css players blurry and when i go in the game the sprays and textures were blurry as well. how do i fix? by the way my psu=350w and my gpu=ati radeon hd 5450
