There's really no solution for this? Anyone know?

I tried putting those into the console and they did nothing. Is there a better way to do that or is there any other suggestions? At least I'm not alone here! It seems other people are having the same trouble.

Ever since the last big update for CS:S, the game's been unplayable in the sense that it will continuously stutter like the graphics card is bad. It might be old but when I try playing DOD, it works fine, when I play WoW, it works fine, Half-life 2 works fine. Only when I try playing CS:S does it stutter so bad! My latency is at 20-30 but the FPS is at 5 to 10 at the very most. Should I reinstall CS:S and maybe the video card drivers? I'll give computer specs if that's required but like I said, DOD works like a charm and so does WoW and Half-life 2, so the problem is obviously pointing towards CS:S. It happened after their last big update.
