I think it is possible to have it so that if its your first time to the site, you can see something different. You could put up a page with a couple main-focus links, "NEW USERS" "REPORT AN ADMIN" "POST A COMPLAINT" "REPORT A PLAYER" etc. that directs them to the correct section. as for graphical stuff, how about a "Caption this picture" contest?

Dont think age should be an issue when applying, because maturity does not develope with age, it developes with character. Seen nine year olds on the server with more mature and honest attitudes than the eighteen year olds cussing them out and shouting them down for having a young voice.
