suggestion: voice limit bar thingy

IIRC there's a way to prevent voice if you are spamming, basically everyone is given a bar and if you talk you reduce that bar and not talking refills it. Once we get over 16> it can get a bit hectic, so it might be good to curb.

I would be happy to try this out if we can find an addon that only that enables it over a certain player count - it's probably unnecessary under 16. Not sure how strict the default values are either - might need to mess with it quite a bit before it feels 'right'.

I'm fine with the low tech solution of manually enabling it since it doesn't happen super frequently
