Judging by your age, maturity, and the relative insignificance of the incident, I'd suggest just going about your day and not worrying. I'm not trying to press buttons here, but I was informed that (atleast in FL) guns in vehicles are completely legal without a concealed carrying permit, so long as it is "two steps" away from being drawn. 1 step= under seat or in clear sight. 2 steps= glove compartment or console box. You have to keep it in a carrying case, but it would still prevent him all problems if he would just get the license if he is of age to get one, rather than to have to scrub an arrest later when a cop accidentally forgets about his right to have one. Also, he'd be liable for anyone injured by the gun if he leaves it carelessly strewn in plain sight in the vehicle. If it were me, I'd pay the money and get the CCP, rather than trying to rambo it and get into legal troubles later that cost you more than several CCPs. Link to comment

It may feel like nothing is really accomplished, but it can help. If you know who the person is, identify them to the police. Thats called hit and run, I'm not sure where you are from, and we aren't talking law here, but just based on the whole striking you with a motor vehicle part of the problem, I'm pretty certain that most states would consider that a very serious thing to do. In many states hitting someone with a car on purpose like that would likely be felony battery, which is serious jailtime. Link to comment
