I doubt his 2.0GHz will even near overheating temperatures with a stock cooler. My suggestion is ~ 80 dollar on a new CPU and ~ 100 dollar on a new GPU. If your motherboard only supports a 800MHz FSB: http://www.newegg.com/Product/Product.aspx?Item=N82E16819116074 If your motherboard supports a 1066MHz FSB: http://www.newegg.com/Product/Product.aspx?Item=N82E16819116091 Graphics card: http://www.newegg.com/Product/Product.aspx?Item=N82E16814127423 BTW, can you tell us your motherboard make and model? obviously i know his cpu will not overheat with his stock cooler at stock settings, but i said "overclock that beast" his cpu is shit hot at overclocking, i do know it isnt that good compared to the i7's. his cpu will overclock to over 3GHz as you rightly stated CSS is mostly dependant on his cpu. bare in mind that CSS was released on 2004 and his cpu was released either '06 or '07. he will be able to increase its performance alot by overclocking as for the ram, i think it might be 533, yes it will hinder the performance SLIGHTLY but he does not need to upgrade to 800 ram, 4GB of his OK ram. and as for the 1066 ram, he will be just wasying his money As for the GFX card, the 250 is a "revamped" version of the 8800 series geting a 9800GT will save him a bit of cash an in the mean time be able to overclock that much more than the 8800 series. I'd suggest waiting until you have plenty of extra cash, and then get a case you like, a decent motherboard, and a better graphics card. that will run you anywhere from $200-400. reason i say that, is because a cpu will be vastly more expensive and is the 2nd to last thing you should cheapen out on (the last thing you would want to is a power supply, but you have a decent one to begin with). The ones that are compatible with your computer for sure are Intel LGA 775 with a 800 MHz FSB, since the processor in your computer currently has those specs. Okay, so yea, a graphics card should be a MUST if you want your computer to be better for gaming. The processor can wait. If not, time to upgrade your motherboard. As for a graphics card you should just get a 9800GTX/GTS 250 like people recommend, that's the budget GPU pretty much, and it should last a good time.
