It's not just USA, pretty sure there are a lot of other people that do that in different countries with the hair, i do it because it bugs me.. a lot.. D:

my hair is extremely short almost buzzed most of the time but i usually have enough hair that I can comb it all to the left with my hands

i dont comb my hair... it just kinda parts near the middle. Take a shower, dry it off with a towel and leave it.
