Go to Set Launch options, you know, where you put in -console. Type "-dxlevel 80" and "+mat_antialias 0" (without quotes)

I would just reinstall the game. You wont lose anything but the maps. Your stats will still be there. It may fix the issue.

Oh yeah, alt tabbing out and back in of TF2 works about 25% of the time to fix this. Ima try demoing when I get home.

The beams go nonvisible half the time for most people anyway, that's why you see medics toggling on and off pretty often. They're not doing anything special, they just want to shiny beam to appear.
