Over the past year and a half, my ISP has not upgraded their infrastructure in any way. Being the only local company that offers remotely fast speeds, they have gained a lot of customers over the past year and a half.

Why is this a bad thing? Let me show you.

Here is a speedtest at what I would hope to be peak hours. I remember when I used to have this kind of download speed, all the way back in 2003...

Here is a speedtest during idle hours. Notice the huge difference in download speed and ping. This isn't just some rush hour slowdown, this is a nearly complete halt of the infrastructure.

Just thought I would share my experience from the local cable company. It's a shame, they used to be so fast back in the day...

I think your thinking of comcrap.

Also at least your still better than me. We pay $30 for 3mbit/768kbit with a ping in the HUNDREDS, any faster jumps up into FIOS prices pretty quickly. Cable costs over $50 for a 3mbit connection and is even worse in quality, and we have no choice of cable or internet provider.
