I had to change the DirectX level on my laptop because it used to load and then crash right away and made me mad. Try adjusting your -dxlevel in your launch properties.

Try deleting the .blob files, they screwed me up aswell

That happend to me when my dad formated my PC (I have no idea why he formated it.)

 

Try:

 

Defragment Cache files.

Verify intergrity of Game cache

 

 

that fixed the problem on my PC.
