That's just it, you wont. A computer in your area will probably cost nothing like computers in England and DEFINITELY won't be comparable to our market.

Im actually wondering, I may want to build my own rig. The problem: I know some of the parts but I would have a hard time putting together I think. Is it hard to put it together or is it just click-clack and done?

I know its already been said but with that kind of money if you custom build you could have a beast rig easily capable of maxing BC2. As for the difficulty, it really isn't that hard. The only thing you have to make sure not to screw up is the whole process of putting a CPU in along with the thermal paste and heatsink & fan. Everything else is pretty straight forward IMO. And of course you gotta go around the web and pick up all the latest drivers and stuff.
