If they want you ontop of it, they generally say "Go ontop of big cage". Whenever they want you to line up somewhere, they tell you to line up on whatever wall. Yes but you rarely see orders being said go to the top of medic or top of solitary because most people cannot get up there for some reason. It is completely different in the situation with the big cage because CTs will give orders to either go inside the big cage or on top of the big cage. I mean you just specified GO ON TOP OF BIG CAGE and WALK AROUND BIG CAGE but GO TO isn't a specific place.
