CSS reinstall:

Copy your maps folder somewhere, then delete css from steam, and after delete all the remaining folders (some will be left over, steam should just delete them all, but it is retarded and thinks people can't bind things again) Install again, then re copy your maps fold (it is a pain to download often)

Update, I found the problem. I'll post it for future reference.

 

In Windows 7, if you have a theme set up which changes your desktop background every so often, then the game will lock in at 10 FPS (or some other number) after your background changes. Simply minimizing the game and then reentering will solve it. Or, you can just turn it off to avoid the problem altogether.

i had a simalar problem, my css wouldnt start up in W7, you can change the option (somewhere i forgot) where W7 changes it display to basic when css starts and it fixes it.

 

i think the source code hasnt updated enough to fix all the problem with W7 yet
