The shocker kills ct's with an max hp of 115 health within the 20 seconds, so if there underneath big cage and the shocker goes on, most likely they wont survive..

 

But watch out there are alot of T's walking in the vents aswell and when U turn the shocker on they'll also turn back on to you, cause of teamkilling
