I an view the website when I use a proxy IP, but not when just regular. Because your IP is blocked from the website.. A proxy basically acts as an intermediary(third party). Very simplified here- if you proxy a website, you're using your IP to connect through another service to browse anonymously(not as your own IP). Thus if you're IP banned from a website, you can still view it through a proxy as you aren't on your own IP but using a third party to view it. You're just proving what Harry is trying to tell you.
