Missing Maps

Recently, I've discovered that I can't download custom maps anymore. I tried deleting my maps folder and that didn't work. I tried uninstalling steam and reinstalling CSS and that didn't work. I have no clue where to go from here. Also, I tried typing sv_allowdownload 1 in console and THAT DIDNT WORK :'( HELP PL0X

Options > Multiplayer > there's a drop down menu that says some stuff about downloading custom content. Is that on not allowing ANY custom content? =T

just downlaod the maps manually, thats how i usally do it, here's the link with all the maps from all the SG servers:

This might sound strange, but this happened to me a few months ago and I found out that it was actually Internet Explorer's network setting set to proxy instead of automatically detecting settings. After I changed it back to automatic, downloading custom mods worked again. Steam is actually highly dependent on IE when it comes to downloading.
