I havent seen warning shots

i was playing PB yesterday and a CT told a prisoner to drop a USP. he threw it to me and the gaurd just shot me without a warning or warning shot. i was about to drop it but i got shot. isnt that against the rules or something?

Yes, CT's need to warning shot; they also need to warning shot if you have a holstered pistol. If you haven't listened despite them telling you to drop it, then I'd say they can kill you, given it was enough time for you to hear/drop it and a few seconds incase you're a bit slow.

If you see what you think is freekilling without any warning shots being given. I would recommend recording a demo, getting a screenshot of the person in question's STEAM ID and making a player complaint.
