I'm not saying the site is a good thing, I wouldn't waste my time on it. Yet, it breaks no Terms of Service of really anything. Unless wasting your time is a crime now...

They don't actually send you messages, they just ask for a phone number when you sign up. Maybe one offer actually requires you have a legit cell number, but from looking around I didn't see what you're talking about at all.
