What is your videocard? Try 0 AA and setting other effects to minimal, then max them out, to see if it has any effect for any easy test. If nothing seems to change, I'd suggest just updating your drivers (use driver cleaner first). It really just looks like a bloom issue though. If it's STILL an issue, you could try reinstalling games (which doesn't sound like it'll help, you already said it's a problem in multiple games). I'd hope the first three things would solve the issue, otherwise you'll have to move onto hardware stress tests. Link to comment

MSI GTX 460 1GB I tried messing with the AA and nothing, I just checked Bc2 and it's happening there as well. My driver is the latest from nvida, the beta 260.99 drivers. I rolled them back before but my screen resolution wouldn't go back to 1920 X 1080. Link to comment

When you say you rolled them back did you reinstalled an older version? I had terrible issues for a while with an entire series of drivers with my GTX-295, and eventually I found a stable one, but that was probably an issue with SLI. So I dunno, try a few different drivers (make sure you completely wipe them). Move on to 3DMark and Furmark for stability tests, if it's really an issue for you its still under warranty so you could try RMAing it. Link to comment

That looks just like ambient occlusion, all it does is find "edges" on things that are rendered and put a shadow there. Link to comment
