Prison Break Rates

I am wondering about the rates on the prison break server. When you shoot some players it feels like they are almost invisable because the shots are going on different spots from your screen to the other persons screen. I feel like we should put the same system that we have on the surf server, except freeze them the whole round until they fix their rates. Tell me what you think.
