Mouse smoothing, mouse acceleration, angle snapping, etc should be off because it makes your aim less consistent and doesn't help with muscle memory. Regarding Counter-Strike, fast sensitivity is great for riflers while slow sens is much better for awpers. I say this because riflers are offered much more shots and rps compared to awpers and pin point accuracy isn't that big of a priority. Slow sensitivity is better for awpers because they get one shot then a one second cool down, so if you overbound your shot because of a high sensitivity and miss you're pretty much dead 90% of the time. You should not have both because again, it messes with your muscle memory and you can't adjust your hand for getting dead on flicks because of the change of sensitivity imo. As for wrist, forearm, full arm. Using your wrist when playing is preferably more for people with higher sensitivity. Once you go down to mid sensitivity you use forearm more. Once you go down to full arm you're using low sensitivity. So depending on what sensitivity you use, you should adjust your mouse arm to whatever is comfortable to you. I personally use wrist+forearm because I rifle with a mid-high sensitivity in my own case (I'm used to high sensitivity games like Quake and UT) Mouse settings also depend on mousepad, form, etc. Here are my settings...
