The higher ups will end up either rejecting or accepting based upon feedback. Personally I don't mind it. I know back when I was applying I kind of wanted to see what people thought and maybe what I could improve on. The only issue I see is people getting mad at one another for their comments but honestly I think that just comes down to maturity and understanding that people are saying it to be constructive instead of attacking the member. Obviously I think the credibility of the member trying to just vouch for friends will be taken into consideration. I would think the higher the rank of the person applying the more credibility they would probably receive. Not that lower ranks won't have any but you catch my point. EDIT: Caution beat me to it... However, I will say that if you do not want people to know what you want to say, PMing a CE with your opinion and asking them to post it anonymously would probably be acceptable.
