Steam won't let me trade/sell

So I try to sell something on the market, and normally the 'Sell' button would be green but for some reason mine is grayed out.

 

When I hover over the grayed out button, a Screen-tip shows up saying,

 

When I searched up a solution, it says doing override automatic cookie handling, allow session cookies, close and restart steam, but it didn't fix the solution. I also tried logging in and out 2-4 times, and restarting steam, but none of what I've done has not worked.

 

 

Has anyone had this problem and have found a solution to this?

Well when this happens to me I just log on steam through a web browser and put stuff up for sell. It normally fixes its self after a while or when I restart steam/computer.

Well I simply just log out and log in.
