I would say just multiply the amount of points a CT would get for killing a T by 3 for T kills. (i.e. 2 pts for killing a prisoner, 6 pts for killing a guard) 1 Link to comment

The price has changed from $15k to 10k to buy. The blast radius is also slightly higher. I have changed the radius from 600 to 700.
