I believe CT start out with kevlar and helmet. It would also help Ts sustain more warning shot as some CTs love to shoot the Terrorist more than once. Having Kevlar can help sustain your aim because when a CT shoots you, your aim kind of flinch, due to not having armor. First of all, i dont see the point of Terrorists having Kevlar as i wouldn't really affect the outcome of the round, as it would just make it more difficult to kill the Ts. Secondly, regarding the quote, depending on what weapon you are using, some weapons have 100% armour penetration anyway so i honestly wouldn't matter. I also would like to point out that spy vs spy already has armour which is obtainable by Ts in one of the cells, but I rarely notice any Ts getting the armour, although this is probably because the Ts are not aware of the armour, perhaps the Ts just dont see the armour being very necessary. Yeah, I find it kinda annoying that I'm vulnerable without Kevlar for knife fights but to be honest, I feel like giving Ts Kevlar then just favors us again to rebel with a bit more ease again and make it a bit harder for CTs again. I honestly don't care whether we add it or not but I'm pretty sure this was brought up before in that long discussion thread and it was decided that Ts dont get the armor. I see no reason to not change it back to that. Something I remember Mudkip mentioning because its true when we played jailbreak in Source back then. For example, basically all the Razor layout maps have an awp, many pistols, grenades, secrets that lead to armory, etc. Link to comment

In all seriousness, we shouldn't give prisoners armor, and using it to reduce damage from warning shots is silly. The only use I can see it for is combat, and knife fights. But, prisoners don't need to be having armor. There are places where you can obtain armor from on certain maps as well.
