I don't know if this is possible or not or if it has ever been talked about but I think it should be something that would help the server. It's an effective system for TTT and easy enough to catch RDM's most of the time. If there is no Admin on, just record a demo and file a Player Complaint or add some admins to your player list that you can call on to join the game when trouble is afoot!
