GPU Issue

Im pretty sure the card is just thermal throttling. Your GPU isnt being cooled properly most likely and the card is having to roll back its preformance to get the temps low again. This means either one, whatever is cooling the card has a defect, 2 your case is limiting air flow, or 3 something is just wrong with the GPU.

 

Edit: If you are running 1080p a 1050 ti is a good option, 1440p get a 1070 or 1080 depending on hertz, if you want 4k go 1080 also.

I'll say it again. I'm 100% sure it is not an airflow problem. The case I have is big enough to install water tanks in there. My CPU is water cooled. The wires are arranged and assorted with cable ties. All the temperatures for my hardware show low 30s, high 20s excluding the GPU which is consistently at 40 - 60 degrees (it's running dual monitors and not cooled in any way other than the default heatsink).

 

Your first and third point don't really help. The fans are clearly working otherwise the temperature wouldn't be as consistent as I have explained. If something is wrong with the GPU itself then I need to know what, the entire point here.

 

Flashing my BIOS isn't something I've considered but I might look into it.

Okay, try running Rocket League at the minimum settings and turn off the other moniter you have while doing and tell me if you have the same problem.
