It's probably just a habit. It could also be that tagging someone means whoever is required to do so does not need to search for you to access your profile and do what they need, so it saves a bit of time.

 

Can't confirm it applies to PM's though, I wouldn't know.

 

EDIT: Tested PM's and you can't tag.

Now that you mention it, that would be a helpful feature. I would just suggest editing the feature so the person you're tagging doesn't get a notification.
