More advanced !sm plugin for servers.

So heres a better !sm plugin for our servers.

Basically you are able to type !sm and able to mute dead people, alive people, CT's, spectators and terrorists.

The !ma command on TTT is pretty nice. I see no reason why a similar plugin shouldn't be implemented on other servers.

I agree lol. I worded myself poorly there. I was trying to say that because of the usefulness of the !ma command, there is no reason why this new command shouldn't be added.
