Intentionally messing up an order.

Recently I played CT and I told all ts to go on to the top of ISO. A lot of people were intentionally messing up the jump to the top of ISO (it was pretty obvious they were lying) and claiming they can't do it. When I proceed to warning shot them, I'm called a free shooter. Am I right or wrong in the situation?

That would be delaying. I'd say give the benefit of the doubt at first, and after that warning shot.

They are delaying, if they are missing the jump every time, especially if it's easy, you can warning shot. I usually give 2 or 3 tries just for good measure but they are delaying.
