Forced LR

I know you can force lr's but do you have to give a certain amout of time?

I'd just say use common sense and give them a reasonable amount of time to where they can actually think of an LR and type/say it to you.

Most of the time the ct gives 5 secs them doms the guy while hes typing

I think it should be added to the ruleat give atleast 15 seconds

It's already in the rules that orders must be reasonable. If a CT asks a T for their LR and then just pops him 5 seconds later, that's not reasonable. Don't see a need to specify in the rules that they need to give 15 secs min for LRs when it's covered by the reasonable order rule already.
