If they aren't given explicit permission to go to medic then they are disobeying orders (unless it's a free day) so you warning shot them and if they continue fucking kill them. It really depends if you give warning shots or not. If the order is soccer and someone is in medic on a map like summer jail, then you can kill them because that's blatant.
