i feel that there should be a way to stop people from using alternate accounts so the can rdm or free kill but then never get the punishment for it since i see many people who go on alts and just free kill or rdm everyone

Report them, if they're avoiding bans with alts they'll be permanently banned. If they're griefing and avoiding punishments almost same difference.

If they get on an alt and break rules, record it and report it to a AO+ to check their IP to confirm if it is them. If they get punished on that account and get on their main to play, it still counts as a ban evasion which leads to a perm.

Won't banned accounts coming from the same IP be banned instantly?

Even so, just report them like other people said if no admins are on the server.

Normally, they are dumb enough to have the same friends or used same names on the accounts. A final IP check by an AO+ can take away possible doubt and they will handle accordingly.

As everyone else said, report them and it will handle itself. There was a recent incident where someone used admin tags, had a racist name, and mass freekilled on an alt. When they logged into their main, sourcebans automatically permed them.
