So I was on the map, Clouds and on the second island at the end of climb there is a scout if a t runs into it and then i killed him and he says i didnt know it was there should i slay?

If they pick up a primary you can kill them, regardless if they picked it up on purpose.

 

It's just a dick move to do so.
