You have to actually give an order prohibiting it in order to warning shot, you can't warning shot someone for breaking a rule.

It's not implied because we don't allow people to take our rules into their own hands. If someone is blocking isolation, not allowing their teammates to enter you say "Don't block the door", you don't shoot them in the head/warning shot them.
