Each theme was made for SG by dedicated members. (Huge shoutout to floffypus - probably the biggest contributor). I'd imagine there'd be pretty big interest in that It's just simply not feasible. The forums are run on the vbulletin platorm. All the themes are created within vbulletin. It's not like a simple php/html page you can create on your own then submit that for review. Granted, I have no problems with people submitting a "mock up" sketch how how they would like the forums to look but giving users access to vbulletin is not possible.
