This is especially an issue when new players haven't installed the maps yet. Load times vary person to person, it depends on what kind of machine you have and your internet speed. Increasing the time for people to join makes it so those who load relatively fast have to wait longer. People who take longer than average to load literally only miss one round which is not a big deal (Two or three rounds if you have to download the map).
