I've seen many people place them recently. Can only admins do this now or what? I do not know how to reproduce the issue, but I can confirm it happens to me sometimes. I know the last time it occurred was on community_pool. What map were you on? Make sure you enter the menu and purchase the 3x mines first, which then enables the !mine command.
