I placed a teleporter on a place but when i killed and pressed f3 again it didn't teleport me. How do I use the teleporter?

You are probably using it correctly, but the teleporter has a delay before you can teleport. During this time you are highlighted red and cannot move. After about a second or two you will teleport to the place you selected earlier.

Pretty much answers your question. Teleport delay takes about 3 secs.
