Not sure if you're still getting this, but if you go to where you installed CS:GO (for me it's C:/Program Files/steamapps/common/Counter-Strike Global Offensive/csgo/) and you delete the folder in /materials/models/player/kuristaja/vader, it should re-download a few things and never need to re-download again. 1 Link to comment
