Are cts allowed to give orders but then run to the other side of the map doing a secret for about 1 minute there would be about 10 cts and half would enforce orders it leads to ez round ends seeing as only half of the cts are present

If it says in the rules CT's must be actively enforcing orders or assisting their team, running across the map and doing secrets is the complete opposite.

This is fairly situational. If it's a map such as moonjail and they're trying to get nyan cat secret and the Ts are outside, the CT is delaying and being of no help to the team. If it's a map like electric and the order was to go to soccer, and the CT goes to showers to go to the TP to get to soccer catwalk without baiting the Ts, this would prevent Ts from rebelling and be an arguably good move for the CTs.

 

It seems like this question is more targetted towards moonjail and the CTs liking to do nyan cat/above main cell secret while they're of no use to the CTs. Admins have switched CTs doing this and not enforcing and will continue to as long as the rule doesn't change that @Noxstar mentioned.

This is your answer here, although if (for example) Ts are ordered to go to big cage on Razor and there's some CTs camping the secret under big cage to deal with Ts who use the secret, that's fine since they're directly helping their team and preventing Ts from successfully rebelling. If CTs are doing secrets that have no correlation or relation to the orders Ts are given, that's probably against the rules. The key is as the rule says: "CTs must be actively enforcing orders or assisting their team". Good question @Kuri .
