Allow !fo Special Orders

While there's a case to be made for special orders that enhance the CT experience and enable CTs to have more controls over the prisoners, the opposite case tends to hold true more often where people abuse special orders to harass or cause chaos. It's easy to allow special orders in !fo and say that abuse of the command that leads to chaos or harassment is against the rules, but special orders leading to chaos can often be debatable in several situations. It's a lot easier to just not allow special orders in !fo as we currently do and have CTs police (and revoke accordingly) special orders and freedays given amongst themselves.
